Terms and Conditions

These terms and conditions govern the use of the GETCARTEL service. By using the application or website, you accept these terms in full. If you do not agree with them, do not use the service.

What GETCARTEL is

GETCARTEL is an app and a website for drivers. A QR code on your windscreen lets someone message you in a chat without learning your phone number. The service also has a map of road events marked by users themselves, with a chat at every marker; a navigator that builds routes; layers with fuel stations, charging points, and parking; and roadside assistance requested through independent partners.

The service is built for the territory of the Republic of Moldova. Outside it, the map, routes, and roadside assistance may be missing or work only in part.

Using the service is free: there are no paid plans and no subscriptions.

Definitions

  • Service - The GETCARTEL mobile application and associated website.
  • User - Any person who accesses or uses the service.
  • Driver - A registered user who has added a vehicle and generated QR codes.
  • Anonymous user - A person who scans a QR code and sends messages without registration.
  • QR code - A unique code generated for a vehicle that enables anonymous communication.
  • Map event - A marker placed by a user: event type, coordinates, time, and an optional comment. Every marker has a chat attached to it.
  • Partner - An independent provider that performs roadside assistance work on a request passed along through the service.

User account

To use the full features of the service, you must register using your phone number. You are responsible for the security of your account and for all activities performed through it. You must notify us immediately of any unauthorized use.

The service is not intended for persons under 16. By registering you confirm that you are at least 16 years old.

Acceptable use

You agree to use the service only for lawful purposes and in accordance with these terms. The rule applies equally to chats and to markers on the map. It is prohibited to:

  • Send threatening, abusive, obscene, or illegal messages.
  • Harass, intimidate, or disturb other users.
  • Use the service for fraudulent or illegal activities.
  • Attempt to gain unauthorized access to our systems.
  • Distribute spam or unsolicited commercial content.

QR codes

Generated QR codes are intended exclusively for use on your own vehicles or with the owners consent. You are not authorized to use QR codes for commercial, advertising purposes, or for any activity that violates the law. GETCARTEL is not responsible for improper use of QR codes.

Anonymous users

Users who scan QR codes can send messages without registration. They too must follow the acceptable use rules. Abusive messages can be reported — see "User content and reports" — and the sender's access may be restricted.

The map and user markers

Events on the map are created by users themselves. The service does not verify or confirm them — neither before publication nor after.

Information on the map may be inaccurate, outdated, incomplete, or knowingly false. A marker disappears on its own once its time is up, but even before that it may not match reality.

Decisions behind the wheel are yours and are made at your own risk. The map is a supporting source, not a reason for a manoeuvre.

The service does not replace emergency services. If there is a threat to life, health, or property, call 112.

By posting a marker or a message you confirm that you are entitled to do so and allow the service to show it to other users for as long as the marker is active.

What must not be posted

On the map, in comments on events, and in chats it is prohibited to post:

  • information about places where drugs or other prohibited substances are sold or obtained;
  • coordinates of stashes holding such substances;
  • offers of weapons, ammunition, explosives, and counterfeit goods;
  • calls to break the law and instructions on how to break it;
  • personal data of third parties without their consent — licence plates, phone numbers, addresses, photographs of people;
  • insults, threats, harassment, and incitement of hatred;
  • advertising, spam, and unsolicited commercial offers;
  • knowingly false reports of incidents;
  • information about the whereabouts of police officers posted in order to help evade a check.

A breach of this section is grounds to remove the content immediately and to restrict access to the service without prior warning.

If what has been posted shows signs of a crime, we may retain the material and hand it to the competent authorities upon their lawful request.

User content and reports

Markers, comments, and messages are posted by users. The service merely transmits them: we do not initiate the transmission, do not select the recipient, and do not modify the content.

Responsibility for what is posted lies with whoever posted it. The service is not liable for the content of markers, comments, and messages and does not review them in advance.

We work on a notice-and-takedown basis: as long as we do not know about a breach, we cannot react to it; once we receive a substantiated notice, we review it and remove the content if the breach is confirmed.

There are two ways to report: the "Report" button next to an event or a message in the app, or an email to the address below. State where the content is and what the breach consists of — that gets the report resolved faster.

Reports are reviewed within a reasonable time, as a rule no later than 72 hours from receipt. Reports of a threat to life, health, or safety are handled out of turn.

Following the review we may remove the content, hide it until the circumstances are clarified, restrict the user's access to particular features, or block the account.

If you believe a decision is wrong, write to the same address and we will reconsider it. This does not deprive you of the right to turn to the competent authorities or to a court.

Navigation

Routes are built from open map data and are advisory in nature.

A route may fail to account for roadworks, temporary bans, a changed traffic scheme, weight, height, and size restrictions, the state of the surface, or the weather.

Behind the wheel you must follow the traffic rules, road signs, and markings rather than the app's suggestions. Where a suggestion and a sign contradict each other, the sign is right.

A phone may be used while driving only as the rules allow: the device mounted, your attention on the road. Set the route before you set off.

Roadside assistance

Towing, tyre service, and other roadside assistance are performed by independent partners. The service takes the request and puts you in touch with the provider.

The service is not the provider of that work. The contract is between you and the partner; the price, arrival time, quality of work, and warranty are set by the partner, and claims about the work itself go to them.

So that the partner can reach you, we pass on the coordinates of the location, the description of the problem, the vehicle details, and the contact you provided.

Map data

The map background is built on OpenStreetMap data: © OpenStreetMap contributors, ODbL licence.

Fuel station information comes from ANRE open data, charging point information from Open Charge Map, and parking information from OpenStreetMap.

All of this is for reference only. Prices, opening hours, fuel availability, and the power and working order of a charging point may differ from what is shown. Check on the spot.

What it costs

The service is free: there are no paid plans or subscriptions, and we ask for no payment details at sign-up. Shared limits apply — 3 vehicles per account and 3 QR codes per vehicle — along with a 5% discount on roadside assistance.

The app is distributed through the App Store and Google Play, and their rules apply to the installation itself. There is nothing to buy inside the app. If paid features ever appear, we will describe them here in advance.

Service termination

We reserve the right to suspend or close your account if you violate these terms. You can delete your account at any time from the app: "Profile" → "Account management" → "Delete account".

What exactly is deleted, and how soon

Limitation of liability

The service is provided as is, with no guarantee of uninterrupted operation. The service is not liable for the content of markers, comments, and messages created by users; for the accuracy and completeness of map and reference data; for the actions of partners performing roadside assistance; for service interruptions; or for indirect damages arising from use of the service.

Changes to terms

We may update these terms periodically. The updated version will be published on this page with a new effective date. Continued use of the service after changes constitutes acceptance of the new terms.

Applicable law

These terms are governed by the laws of the Republic of Moldova. Any disputes shall be resolved in accordance with the applicable laws of the Republic of Moldova.
